A large A4 sized folded and damaged cover from ROVAT to New York bearing strip of 4 1f Petain defins on a printed Ministere des Finances with two other violet h/s, on arrival in USA a crossed out handstamped SUPPOSED TO CONTAIN MATTER / SUBJECT TO THE PROVISIONS OF / EXECUTIVE ORDER 8389 AS AMENDED. This was enacted in 1940 by Pres. Roosevelt to freeze the movement of financial funds or assets that had been seized by the Nazi regime. Interesting, pity about the faults but to be expected for such a large cover.
